1. Unless their jurisdiction is curtailed or abrogated by any special law , the civil courts are the forum for deciding any and every kind of civil dispute between individuals , between individuals and public authorities , whether of the Government of India or of the state governments , or any other authority constituted or created by any law .
   जब तक उनकी अधिकारिता में कमी न कर दी जाए अथवा उसे निराकृत न कर दिया जाए तब तक सिविल न्यायालय प्रत्येक प्रकार के सिविल विवाद का निर्णय करने में सक्षम न्यायालय हैं- ये विवाद चाहे व्यक्तियों के बीच हों , व्यक्तियों और लोक प्राधिकारियों के बीच हों , ये प्राधिकारी भारत सरकार के हों चाहे राज्य सरकारों के अथवा विधि द्वारा गठित या विरचित किसी अन्य प्राधिकारी से संबंधित हों .
2. Disqualifications for Membership : Under article 102 , a person shall be disqualified for being chosen as and for being a member of either House -LRB- i -RRB- if he is not a citizen of India or otherwise owes allegiance to a foreign State , -LRB- ii -RRB- if he is an undischarged insolvent or one declared by a competent court to be of unsound mind , -LRB- iii -RRB- if he holds any office of profit under the Union or a State Government other than the office of Minister or any office exempted by Parliament by law , and -LRB- iv -RRB- if he is otherwise disqualified under any law made by Parliament .
   सदस्यता के लिए निरर्हताएं : अनुच्छेद 102 के अधीन कोई व्यक्ति संसद के किसी सदन का सदस्य चुने जाने के और सदस्यहोने के योग्य नहीं होगा यदि वह ( इ ) भारत का नागरिक नहीं है अथवा अन्यथा किसी विदेशी राज्य के प्रति निष्ठा रखता है ; यदि वह ( इइ ) अनुन्मोचित दिवालिया1 है अथवा विकृतचित्त है और उसके बारे में सक्षम न्यायालय की घोषणा विद्यमान है ; ( इइइ ) भारत सरकार के या राज्य सरकार के अधीन कोई लाभ का पद धारण करता है , सिवाय मंत्री पद के अथवा उस पद के जिसके बारे में संसद ने विधि द्वारा छूट दी है ; और ( इव् ) संसद द्वारा बनाए गए किसी कानून के अधीन अयोग्य ठहराया गया हो .
